YO THIS IS RACIST,,, yo ALL OF THOSE PLACES ARE MAINLY BLACK...
Well, "Yo", it is what it is. Maybe saying what you said is "racist?" No worries. The term racism has been diminished to the point that it is a useless, meaningless term. People living there could be Chinese Monks they would still be the worse places.
When the oldest inner urban neighborhoods become gentrified (a good thing) the former residents get pushed out to older inner suburbs (built in the 50s, 60s & 70s) and those areas become the dangerous crime ridden hoods. This is not unique to Charlotte. This has happened in cities all across the country.
In Charlotte's case, it makes little sense; in older cities across America, innercity neighborhoods tend to have little property, a lack of parking, etc.
In Charlotte's case, many older neighborhoods offer larger lots, than even some of the newer subdivisions outside of the City. Charlotte's library system is superior to that of many suburban areas, as are it's parks, greenways, etc.
