You mean - like on lakes? No.
We do get patches of freezing ice on roads, tho. You meant like - freezing ponds that one can walk on - as in Minnesota???

The average historical temperatures recorded at KCLT in January are highs of 51.2 and lows of 31.5 degrees. Freezing of area lakes or ponds would be pretty rare.
