That's damaging.

I remember the old apartment I lived in had a girl who left and sublet the place because of the extreme penalties for breaking the lease. Very much against the lease. Turned out the guy wound up beating the daylights out of his wife or girlfriend right outside of my patio The cops came a couple months later and took him in handcuffs for whatever reason. When you don't have anyone to go through a screening process, that's the type of riff raff you have the possibility of attracting.

In this case you have to wonder if multiple renters moved into those particular places. Like the article implied, it brings in a really bad element. This is a scary situation for the people living around this between their property values most likely taking a hit, never mind the element that they're finding themselves living around.
