I live in the charlotte city limits. I know there aren't any laws that say you cant make noise during the day but this is wearing me out. Every day almost the guy who doesn't work goes out into the garage behind his house and pucks loud notes on an electric guitar for hours. He has it turned up so loud that I am hearing it all the time. I woke up the am and the first thing I hear is note plucking... Any ideas on how to handle this.. ? thanks
Get some drums and a tambourine and join in. All you need then is a good singer and y'all are set.
In all honesty, you could get CMPD or your homeowners association involved. Me personally, I'd just have a friendly talk with my neighbor rather than snitching on him/her. Nobody (I mean NOBODY) likes a snitch. If word gets out that you snitched on a neighbor, it could cause more problems for you in certain neighborhoods.
Go over there someday calmly and act interested in guitars. Tell him you used to play in a band, and ask to see his guitar. Then slam it on the ground repeatedly until it is a pile of garbage. Then say something like "Later, Van Halen" and walk away. Okay probably not a good idea. Like urban said, I think I would go over and have a friendly discussion sometime. Just be respectful and tactful, and tell him that the sound carries. If he is a reasonable and respectful guy, he will keep it down. If he doesn't after that, I would take it to the next level.
Drop an anonymous polite note in his mailbox asking if he could turn the volume down a bit.
It's illegal to put anything besides mail in a mailbox. That's Fed Gov property. Just an FYI.
Last night about 8:00 I was sitting on my deck, talking the phone. My neighbor came over and asked me to either speak more quietly or go inside, because I was keeping her (2 1/2 year old ) baby awake. I'm in a typical older smaller-home neighborhood (High Timbers), so where I was sitting was about 30' from her home. I just said I'd be done with my call soon, in a tone that suggested I had zero intention of going inside to talk on the phone.

There's something in property law called "right to quiet enjoyment" of one's premises. Noise is considered a trespass. I'm not saying that one shouldn't be polite about it first, but depending on the exact circumstances, there might be ways to escalate this issue dramatically where the law is on your side - without actually having to move away.
^ As a musician, I can tell you the worst thing you can do is ask him to turn it down. That's a guarantee that from now on it will be cranked to "11".
