Anyone that isn't smart enough to check out holidays, cost, and existing rules should not complain. To say that they "get away with it as long as you put up with it" doesn't reflect an understanding of general business operations. As a former educator, I got paid a designated monthly salary regardless of how many holidays there were. Parents didn't get a tax break because of having to adjust my pay for days off. It is all figured in the overall cost of running an establishment whether it be a nursery or a school. It is how businesses operate and it is rarely to cheat anyone. People certainly didn't stop sending their kids to school.

Because day cares need to staff based on enrollment.

If your kid isn't there, the staff needed to support your kid is still in place and need to be paid.

If this arrangement wasn't acceptable to you then you shouldn't have enrolled in that day care.

No one to blame but yourself.
