We have been renting the same apartment for about 3.5 years now and it is time to renew our lease. We asked for a carpet replacement but the property manager said that they can only do a carpet shampoo. Is there any law that requires the landlord to replace the carpet every so often or based on the condition of the carpet?

The landlord is not required to replace anything. Although losing a tenant over carpet would be a stupid move. You should see if they'll meet you in the middle (i.e. renew your lease for 18mo, for new carpet or you pay a percentage of carpet etc). Always depends on carpet size etc.
