Charlottesville is a fabulous town, and I would agree with your sentiments with one caveat. Although Cville is a culturally vibrant town, it is still quite small, so there isn't necessarily an overabundance of arts and music.

For arts and entertainment check out CVILLE weekly newspaper ( http:C-VILLE Charlottesville's news & arts weekly | Charlottesville VA news music culture dining ). You will see that there are plenty of things to do and enjoy here in Charlottesville. As for the neighborhoods, I agree that the price range will play a role, but again there is a huge variety to choose from.
