If your wife doesn't have a job yet your best bet would be to take a shorter rental in the Loop until she knows what area she will be working in. Evanston might not seem so attractive if she can only find jobs in Naperville. You can always put down more solid roots once you have everything situated.

Ive lived in this area for approx. 28 years and have seen some changes occur over time. Not for the good im sorry to say. Lots of gang violence and undesirables in Waukegan , and lots of minorities in Zion . There are some better parts to both but if i were a family man, I would not move my family to either. You are correct in saying the further north you go in Lake County, the more bang you can get for your money when it comes to housing and property taxes. My recommendation would be either Gurnee or going another half hour west to Lake Villa/Lindenhurst/or Antioch...all of which has train service nearby to get you to Evanston for work.
