I just received a Certificate of Error notices for 2012 and 2013. It's waiting final approval. We bought a house in April of 2013 so we paid for the 2nd half of 2012 portion and already paid 2013 in full. So if finalized, I was wondering:

Do I get the 2012 portion back? Or would that go to the previous owner?
Since our property tax is paid thru our mortgage company, will the county make a refund check to me or would this be sent back to the escrow account?
Lastly, when should I expect a refund?
