I moved out of my Chicago apartment May 1, and was told by the manager that I would get my security deposit back within 2 weeks. 2 weeks passed and I got no word from either of them. So I called the manager and he said they didn't have it yet...(and he made sure that I knew that they had up to 45 days to get the money to me). Got a statement 2 days after the call, stating that I would get all of my money back on June 14th. Well, today is June 15, and still no money. I did call the LL yesterday, and all she did was apoligize and promise to have the money next friday June 22. Is there a fee for not paying Me on time for a change? It's like they're just brushing me off with these promises!

Chicago has it's own landlord/tenants laws. Check with those to see what the return requirements are.

here's a relevant portion (there's more too)

(d) The landlord shall, within 45 days after the date that the tenant vacates the dwelling unit or within 7 days after the date that the tenant provides notice of termination of the rental agreement pursuant to Section 5-12-110(g), return to the tenant the security deposit or any balance thereof and the required interest thereon; provided, however, that the landlord may deduct from such security deposit or interest due thereon for the following: (Amend July 28, 2010 (Doc. No. O2010-3654)

In some places if the landlord does not return the security deposit or reciept of deductions within a specified period they can be sued for double or triple the amount of the deposit as a penalty.
