I think Elmhurst would be ideal for the OP, but I don't know that their budget can handle it. This is the best listing I was able to find that is within walking distance to downtown Elmhurst:

Utilities INCLUDED,walk to train,shopping

I searched for rentals all over the west and northwest suburbs and haven't found anything in the OP's price range except for one in Lombard, but Lombard is where the OP currently lives.

You may be able to lock-in a good price at Wheaton Center while renovation work is being done: Wheaton Center Tower Apartments | Wheaton, Illinois

The set of buildings was recently purchased by a New York investment firm and is currently being overhauled:

I've heard some of the units have amazing views. And they are right in the middle of downtown Wheaton. Plenty of building amenities, a short walk to all sorts of eating, shopping, etc. and right across the street from the Metra station. There are 1-bed units on Craigslist advertised for <$1200/mo:
