We are moving to the Chicago area and are looking for a racially diverse community with good schools, low crime and families with young kids. Would like a minimum 35-40 minute commute to work in Des Plaines.

And what does "diverse" mean in your case? There are plenty of diverse suburbs around Des Plaines, including Des Plaines itself, if diverse means Hispanics, Asians, Jews, and dozens of other ethnic groups... But there aren't many suburbs with significant African-American populations in that vicinity... Unless you go south of O'Hare.

My budget is 400 to 600k. Preferably single family homes as opposed to townhouses, etc.

Could you define "racially diverse?"

By racially diverse I mean that white is not the majority or if it, other groups are significantly represented. Specifically looking for a community where middle class African Americans are represented by greater than 5%.

Oak Park could work, depending on where in Des Plaines and which section of Oak Park you choose. I used to do that commute; it was usually under 40 - 45 minutes in the morning, but honestly it could be a PITA on the way home.

Skokie and Evanston are good options too. Skokie is only <25 min from Des Plaines and Evanston is only 25-30 minutes from Des Plaines.

What about Lombard or Westmont?

I live just next door to Lombard, and while it's a perfectly decent place to live, it's not very close to Des Plaines. I sure wouldn't want to do that commute every day. And Westmont is even further.
