Has anyone had any experience with Springfield Property Tax Appeal Board?

After numerous failed property tax appeal filings (with an without attorney) with Cook County Assessor and Cook County Board of Review, I filed an appeal to PTAB the first time in 2013 for the 2012 tax year by myself. After 2 1/2 years, I received a letter from PTAB saying they finally looked at my case and decided to lower my assessed value by 40%.

Looking at the letter from PTAB, it looks like I have to go after the Cook County Treasurer to apply for a property tax refund myself. Has anyone done this before? How should I go about it?

Second, the triennial assessment cycle for my house was 2013. So, my house was re-assessed again after I filed the appeal to PTAB in 2013. Based on the letter I received, it looked like I could file an appeal for the subsequent years based on the favorable decision I have received. Has anyone done this before? What do I need to do?
