Lombard and Villa Park are not bad. I've got family in Villa Park and they've gone to the schools and have nice houses. Having said that, I'd scrap both of them and look in Glen Ellyn or Wheaton which are nicer communities with better schools. They are also more expensive.

You'll have to travel to Lombard for a majority of your shopping (mall, Target). Elmhurst is VERY pretty but I don't think you'll find a great house for your budget. Villa Park will get you a new construction. Glen Ellyn is very nice but the taxes seem to be higher in general. I lived in Westchester a LONG time ago and it was great. I don't think I would chose to live there again but would prefer LaGrange Park (feeding into LT high school) if I was going to move to Cook County.

I live in Wheaton and hardly ever have to leave town for shopping. Although I do occasionally take the kids to Toys"R"Us on Butterfield in Lombard... but that's more for the novelty than any real shopping. I can't remember the last time I was in a mall.

Yeah, I read that comment with a bit of puzzlement. I do shop in that Yorktown-Oak Brook corridor from time to time, but maybe once every couple of months. It's certainly a manageable distance for that amount of activity.
