Bolingbrook has some rather notorious rental areas. The pattern of people leaving violent parts of Chicago and the problems following along with them is perhaps the worst issue facing the high school in the area too...

Tinley Park is safe & has some good schools, have you also considered Mokena or Frankfort IL? Both good, safe cities with things to do through Parks & Rec, and good schools. Property tax is high in Frankfort, but if you rent it won't affect you, right?

Sorry, need to stop this perception. Every renter pays property taxes, it is just hidden in the rent. Unless your landlord is looking to lose money.
