Why would anyone pay for anything like carpet and paint in a place they don't own? You don't own it, the landlord does and it's their responsibility to maintain it.

There are no laws requiring landlords to replace carpet for long term tenants. If you were to leave, the landlord would be required to replace those carpets without charging you anything because the useful life for carpets is 5 years. Useful life is the amount of time an item is considered to be good for. After 5 years a landlord cannot charge a tenant for replacement because the carpet is then past "it's useful life".

That is part of normal wear and tear and you should not be paying for any of that. That is the landlord's responsibility.
