Where in Chicagoland besides the Southside should I look for an apartment that costs less than $20K. Size of apartment doesn't matter. Neighbourhood is more important. I'm a foreigner and I don't know Chicagoland that well.

Are you talking about purchasing an apartment (a condo) for less then 20k? It's not going to happen, not even on the southside. You'll need almost 5 times that amount (at least 90K) for even a tiny, older condo on the southside/south 'burbs, and at least 120K for one in the west or north suburbs.

I think he is talking about an apartment that costs under 20k a year to rent.

In that case, he can live just about anywhere he wants. That works out to around $1600 a month.

Lightbulb Apartment prices in Chicago

It might be that by saying apartment I mean something different than you. Look at this there are actually properties in the category Condo/Townhouse/Co-op on realtor.com:

Any comments? Perhaps these are properties are some kind of shared ownership properties.

Ah, ok. Well, refer back to my first post. Those properties at 20k are all but uninhabitable, both because of the condition of the homes and the neighborhoods they are in. Anything remotely decent will be at least 100K.

Ya that wont happen. Chicago is pricey. An apartment(one bedroom) is at least $1,000 a month, closer to $1,200-$1,300.

There are plenty of 1br's for far less than $1000 in decent areas in Chicago as well as Chicagoland. But I will agree $1000 is a good MEDIAN number to work with.
