Yes, very much so--unless it is in an area known for gangs or drug trafficking.

Probably, if it's in a nice area. But I would seriously think about the traffic and parking, though. Is there ample parking? Are there games on the weekends (soccer, baseball, etc.)? Will my street be filled with minivans and SUVs so that my guests don't have anywhere to park and I have a terrible time backing out of my own dirveway? Will it be unpleasantly noisy? Will I get a lot of foot traffic past my house, especially pedestrians who litter or let their dogs poop in my yard?

I think most parks wouldn't have these problems, but it's a good idea to consider them.
