Chicago's average high/ low are

December: 34/20
January: 30/14
February: 35/19

Boston's average high/ low are

December: 42/28
January: 36/22
February: 39/24

Some people may not notice the difference, and I agree with you that the main difference is Boston get somewhat more snow and Chicago gets colder when there is a cold outbreak, but the numbers are not within 2-3 degrees.

Logan Square might fit the price range, Humboldt Park.

I've often seen "32/18" as Chicago's January figures...in numerous sources;
the Boston figures of "36/22" are correct..
Chicago can have outbreaks that will exacerbate the difference, but these two aren't dramatically different...

Your numbers may actually be for near the lake as opposed to OHare airport (which is where the official NWS figures are for). For Boston, I believe they are for Logan Airport.

Here's a graph of the average monthly lows for Boston and Chicago:
Climate Comparison for Boston, MA and Chicago, IL

As you can see, they are near identical except for Nov-Jan when Chicago is on average 3-4 degree cooler (Fahrenheit). And yes, the temperatures recorded at O'hare are a few degree colder than these numbers (Northerly Island). Still, I would go with the Loop/lakefront numbers since most neighborhoods that transplants are interested in are closer to the lakefront than they are to O'hare.

Regarding neighborhoods, you probably want to look at a map and identify the Blue, Red, and Brown lines. Most transplants find neighborhoods along the north branch of these three lines. In general, the further from downtown, the lower the rents.

This link is definitely for high temperatures. There is no way Chicago's average low in January is 32, or 83 in August.
