What do you mean by downtown? Do you mean the Loop,Streeterville,South Loop,Gold Coast,etc...?

Ok downtown has two different meanings. People in chicago call the area of the loop(and some closer areas to it) downtown.

However some people who are not locals use the pharse downtown to mean the city itself(All of chicago) rather than a certain part of the city(the loop).

There are no public schools I know of in The Loop. You will have to consult a CPS map/website to see what schools will take kids from The Loop.

My husband is going to work close to The Water Tower Place, we want to be as close as possible.

Unless he is making serious bank your options are limited if you want to live super close to Water Tower Place.

The public elementary for The Loop proper is South Loop school. It's an ok school from what I've read. Ogden is the school for River North I think, which seems to be a better school.

Ah downtown isn't really family friendly per se. Yes some people live there, but it is expensive. Downtown Chicago has excellent public transit. You can be in the burbs or in a different part of the city in as little as 15-30 mins by train.

I would consider commuting downtown over living downtown just due to the hassle of parking and the cost esp. if you have a family. Now if you were single, two empty nesters or two young childless newly weds downtown could make sense but you will get more space for your money elsewhere.

How much are you looking to spend on a monthly basis? More info required before you can start narrowing down neighborhoods.

Water Tower Place isn't in the loop so transit options are not as plentiful.
