There are hundreds of buildings and thousands of apartments in Lincoln Park. Try googling.

You'll need to do some legwork here. Assuming you're going to the Lincoln Park campus, look on a map(or google maps). Any apartment from the lake on the east, Ashland on the west, North Ave on the south, and Belmont on the north is going to be safe and relatively close.

In that case I suggest checking out Morengo or Sycamore.

The area around DePaul is one of the safer places in the city. That being said a lot of safety is common sense and being aware of your surroundings. The bigger problem might be expense, but cheap and safe don't always go together.

How can someone have a budget of $1100 a month and not find something closer to DePaul than Oak Park?

C'mon, man, do you even know where the school is? Or what campus you are going to? Did you accept sight unseen?

DePaul has a great Office of Student Life that used to keep good listings of off campus housing with known good landlords. I would try contacting them.

If you can't do some research on your own, and ask the University for help (especially if you are a foreign student), then your stay in Chicago will either be very long or very short.

Sometimes I fear for my alma mater....

Areas around universities are always safe areas.
