The CTA may have confidence in the State of Illinois but a majority of people and businesses do not. Furthermore, if Quinn can't get the income tax increase passed, guess what will happen to the money the State promised the CTA?

Yep and hopefully I am wrong. In this case though, the future of Illinois finances does not look good.

Completely depends where you live. Lots of areas (especially on the Northside) are within walking distance of good public transport and grocery stores. No car necessary then. I didn't have one my first 2 years here.

Note that it all depends on where you live your life -- it's much easier to avoid driving if you stay local. Going car-free not a choice for everyone, particularly if you have to go to destinations scattered around the region, but it does work for almost a third of Chicagoans.

And the OP might or might not be one of them, but she certainly seems interested in living car-free regardless of anyone's declaration that it's just "not possible." I lived in Chicago for 13 years without even learning to drive, and I never once lived on the north side (east of the river). I never felt as if my life were diminished for it, either -- quite on the contrary, I would posit that my life has been quite rich in experiences -- so please don't insist otherwise.
