The simple answer is the Constitution mandates an actual head count versus an estimate or an extrapolation based on calibrations or whatever else. The Census Bureau can use those all they like for their estimates. But when it comes to the official decennial tally, they have to go by however many they physically count.

Buy a dictionary and look up the word MANY. Get your eyes checked as well.
