What is the typical commute time to schiller park from bucktown, wicker park or logan square? How long would it be on the train?

I would say most days 45-60 minutes. It depends on the time of day and weather too.

That's like 15 miles, your best best is probably just taking Milwaukee NW to Irving Park. It's all stop and go, but probably quicker than trying to take 90 outbound to 294. My guess is around 45 minutes during morning rush.

From Union Station to Schiller Park its 27 minutes. But of course you first have to get to Union Station and once you get to Schiller Park you may not have any transportation to your final destination. Also, the train line to Schiller Park (Metra North Central Service) only runs a few trains per weekday.
