i have finally planned to study Engineering in Chicago. Which would be the best college to study and what would be the overall cost being an International Student

Check out the University of Illinois in chicago or Illinois Institute of Technology.

Illinois Institute of Technology, University of Illinois at Chicago (UIC) and Northwestern University would all be good choices, and there are a lot of engineering companies in Chicagoland which recruit for internship/full time jobs.

I'm at Northwestern and the cost of being an international student here is pretty high (sorry, it's true ) I think it's 50,000+ per year and I don't know if they give a lot of financial aid to internationals.

Depends on how good the international student is. My bf is international and has never paid a dime of tuition for his masters or doctorate, and even had most of his housing covered.
