Illinois Institute of Technology, University of Illinois at Chicago (UIC) and Northwestern University would all be good choices, and there are a lot of engineering companies in Chicagoland which recruit for internship/full time jobs.
I'm at Northwestern and the cost of being an international student here is pretty high (sorry, it's true
) I think it's 50,000+ per year and I don't know if they give a lot of financial aid to internationals.
