Some alleys do in fact have "do not honk" signs, I've seen them, the full horn multiple honkers are not taking into consideration the residents that live at the intersection. And I still contend blowing your horn - at all - isn't preventing any accident. Driving slow and cautious is very effective.
Honestly, the incessant horn honking that I endure isn't from the alleys, it's from people pulling up in front of houses/apts to pick someone up, and instead of getting out and buzzing knocking or calling to say "I'm here!" they lean on the flippin' horn over and over again. Doesn't matter what time of day it is either. I heard someone call it the "Chicago Doorbell" once.
So, really, a little warning honk at the alley is the least of my problems.

So is concern for one's neighbors. Why don't honkers understand that?

I lived in the coach house backing to the alley and a light short honk was never bothersome to me, which is what the vast majority of our neighbors did. Long honks would be obnoxious, no doubt, but those people sucking doesn't make it an all around terrible thing to do.

When I drive down alleys I drive down them as fast as possible, with my eyes closed, music blaring and while eating and I have never hit anybody.
