That's funny cause I've lived in Uptown/Lincoln Park/Lakeview for 10 years now without a car and my parents live in Iowa - who I go back and see around 5 times a year. I haven't owned a car since my 2nd year in Chicago and have never looked back. Certainly wouldn't pay all that money each year just to go home to Iowa. Rentals are really cheap. Even when my grandpa died last year my grandma handed me the keys to his new car (he was 89 and wanted one thing in the world - a new car. So the got it). I sadly just handed them back and said "no offense". She doesn't understand how a 33 year old guy making ~$85K a year with no debt wouldn't want a car just to have one - but I have NO desire.

I'd guess most people there will take public transit or walk to a vast majority of their destinations. I have a friend who lives right across the street there, makes a ton of money and owns a Jag. How often does he drive? Maybe once every week or two. You're talking 1,000 rental units at Halsted and Fullerton. That's like 18-30 year old central right there. Those are the people who rent in that area. DuPaul is also right next door. It's going to be a heavily pedestrianized crowd. I don't know many people who rent along the north lakefront and then go drive a car everywhere.
