And this changes things how?

Specifically, calls to 911 that no longer qualify for an officer on the scene: vehicle theft, garage burglary, writing bad checks, lewd or obscene phone calls that pose no immediate threat crimes where the victim is “safe, secure and not in need of medical attention” and the offender is “not on the scene and not expected to return immediately," according to Sun-Times and Tribune reports.
That sounds reasonable to me. It's my understanding that 911 was originally intended for emergencies only. Meaning life or property was in imminent danger. I'm really not sure how Chicago got away from that standard in the first place.

Garage burglary can end poorly if the homeowner confronts the burglar... I think they should send cops for that if the call is for "in progress".

They are probably talking about coming home to an empty garage rather then catching the thiefs in action. I

That was my take on it -- a garage burglary that is already over and done with.

It's looking more and more like the police union is right. Chicago really does have a shortage of police.

Chicago's old fashion cuddled Irish cop culture should be abandoned. It is way out of date and not suitable for current conditions. The very first thing to be done is LOWER the salaries and cut the benefits. The idea is to attract persons more suitable. And you can get MORE of them for same money spent.
