And yet that's exactly what happened to the dude who ate a bullet in Wrigleyville this weekend. I think we underestimate how many shootings that happen not because of drug deals gone bad or gangs shooting at each other but simply because of an utter lack of impulse control by the perpetrator.

Ah where do you think most of these criminals come from?
they aren't born out of the clear blue sky. Repeated offenses and repeated arrests are a problem and ironically most of the homicides committed in Chicago and other cities would of been prevented if the perpetrator wasn't released.

"The man has gang affiliations, police said."

I'm not saying that makes it acceptable, but if anything I think we underestimate what percentage of homicides are gang-related. If you're not a gang member you're far more likely to be murdered by your own family member or domestic partner than a stranger on the street. Your biggest personal threat from a gang member with a gun is that they often have bad aim.

Gang members also target innocent kids too. Pendleton was an example of that.

I also noticied that several of the murders occurred at 3 AM; more reason to call it a night a bit earlier in the evening....

"The man has gang affiliations" is ambiguous babble at best and says nothing about the circumstances of the shooting. Notice they didn't say "he is in a gang" or "the shooting was gang-related." The Trib account is one of a chance encounter, so go figure.

TBH I can't stand the weasel-phrase "X has gang affiliations" especially in reference to someone who lives in a neighborhood where it's virtually impossible not to have "gang affiliations" unless you have basically no friends or acquaintances at all. (Not that this is necessarily the case in this story.)
