I haven't lived but visited both places, but I would be glad to be wrong. For me, a nature and landscape photography lover, California seems like a much better place than Chicago. What's there to do outdoors in Chicago from November until March? That's almost half a year! In California I could go hiking, explore many parks and mountains, play tennis outdoors almost every weekend.
But that's just me, I bet others enjoy staying indoors, going to pubs and shopping, socialize in clubs, etc.. Chicago would be great for them.

Honey, you ain’t doing none of that **** in the Bay Area. You just going to worry about money and stay in your neighborhood.
