Can anyone recommend any bars int he downtown area that have salsa nights or where other latino's frequent? also, where is the largest concentration of latinos in Chi town?

Here is a link. I know from my tango dancing that usually anyplace that has salsa dancing has latinos but probably in the downtown area there will be a mix. I know that they did have dancing at the Alhambara Palace which is a large but interesting restaurant that I have yet to visit it might be worth checking out, but there are others.

Latinos are about 30% of the city's population. They're all over. Since you mentioned salsa, the main Puerto Rican area is Humboldt Park and some of the surrounding neighborhoods.

If you want something downtown, then Nacional 27 (I have taken salsa lessons there before). Havana also has latin bands playing at it. Small but there's some dancing going on though not maybe officially.
