It's an eagle, so it's probably not Toronto just because eagles are a lot more common in U.S. sculpture for obvious reasons.

The eagle on buildings is commonly a sign that the building is either part of the Federal government, a post office, the Federal Reserve, or sometimes other banks. There are other places that use eagles in buildings, but most frequently it signifies that the building is in some way related to the Federal government, or banking.

The building looks like it could easily be in Chicago, however I don't think I've ever seen it and I know the touristy parts of Chicago pretty well. Without knowing more about where in Chicago he stayed I wouldn't even know what areas to consider. Detroit also has a lot of buildings with that sort of architectural style.

Maybe a church or Polish Fraternal society building on the NW side...

The eagle with ribbon almost certainly indicates a federal building of some sort or another. DC would be the most obvious location, though there are of course federal buildings in other US cities.

ETA: On the other hand, the crown above the eagle is very un-Republic-like. Eagle + crown points toward Canada. I'm changing my likely location to Toronto. Canada Forces College in North York?

If that part above the eagle is a crown, Chet might have a point although I think Polish/German eagles are usually pretty stylized. The brick used in the building is also cheaper-looking that would normally be used in a Federal building.

Thank You very much for Your help everyone!
The clue might be that my friend is from Poland and he is a falconer, so he might take photographs by buildings somehow connected to birds.....
Hmm I was thinking about Eagle Bank of Chicago but I cannot find a photograph over the internet with an eagle on it.....
