Very good sign. This is probably also tied to tourism, which is great since they're spending some money. As our international tourism numbers grow too, so will this.

So what has rebounded since pre 2008/2009? Retail and tourism/hotels. Anything else?

I'm sure tourism plays a part in restaurants and clothing, but hotels are not included in these numbers (which are up huge as you said). Here is the breakdown of the numbers in the city:

General Merchandise rose by $28.3 Million to $914.9 million , or 3.19%
Food Stores were up by $16.8 Million to $1.87 Billion, or 0.91%
Drinking & Eating Places were up $197.8 Million to $3.0Billion, or 7.10%
Apparel & Accessory Stores rose by $48.5 Million to $814.7 million, or 6.32%
Furniture & Electronics Stores decreased by -$55.3 Million to $454.0 million, or -10.85%
Home Improvement Stores increased by $42.5 Million to $419.2 million, or 11.28%
Automobile Dealers & Gas Stations were up by $130.3 Million to $1.5 Billion, or 9.46%
Drugs & Miscellaneous Retail Stores increased by $194.7 Million to $2.2 Billion, or 9.93%

Meliphany's report is somewhat useful to those looking for retail store expansion / relocation but even his upbeat demeanor is tempered by reality:
Quote:
As of this writing, we are once again faced with a government shutdown, the advent of Obamacare, $17 trillion in government debt (excluding State debt), and concern as to where the country is going. ... Total unemployment amounts to over $(sic)14,000,000 people. ... In our opinion, this years Holiday Season will be boring.

Better shut down the government and default on our debt before things improve too much.
