I read in a forum yesterday that Chicago has been proposing a tax
on bicycles. Every bike owner would have to pay $25 registration
fee to start. City officials are also considering a license plate & some
type of course for the cyclist. Is this for everyone or for "Delivery/
Messenger bikes"...?

Its questionable whether the proposal would be a net revenue generator. You'd have to set up a brand new infrastructure to collect registrations and monitor compliance. That means more salaries and more technology purchase. Also, what do you do about suburbanites who bicycle in the city?

I agree with you. I think it's a silly proposal. It's too many factors to consider regulating this. Also, some people use bikes to commute, others are recreational riders, so who has to register, biker commuters or all bike owners?
