Do they issue tickets say between 10PM - 6AM? If they do, I assume they have a reduced shift working these hours. Has anyone gotten a parking ticket at an odd hour?

Parking enforcement is different all over the city in regards to what times a permit or meters are enforced. There is also the winter parking ban on major arterial streets.

My friend got towed at 2:30am once, they are out all times of the day writing tickets and towing cars.

Specifically I am looking at parking in a permit only zone in south loop with an expired daily guest sticker from 11PM-7AM. So the sticker expires at 11PM and is it worth it for me to go put another one on to get me till the early morning?

....then yes, it absolutely makes sense to put the valid permit on the dashboard / windshield.

If instead you've "abandoned" the car and are nowhere near that part of the city don't bother. Yes cops do issue tickets at all hours and in crowded neighborhoods with a shortage of parking there are often neighbors that call cops to come out and write tickets. You will get what you deserve...
