I am considering using feature phone (without internet) rather than smartphone, because I procrastinate too much while using smartphone although there are occasions it is useful.

How should I proceed about obtaining feature phone, like.. which provider, and cost ranges, and various rates?

Regarding rates, instead of having a feature phone, I would want to have some hours of phone calls and some hundreds of texts per month for free, as I did in my home country.

And of course I would hope that using feature phone will be a lot cheaper than using smartphone.

I don't know which "home country" you are from but you will probably need a calling card or VOIP provider for international service.

What Chet said, I would try and find a prepaid phone. Target, Walmart, etc. all sell prepaid.

Some "feature phones" do have data plans -- the OP sounds like the specifically do not want anything that makes it too easy to browse the web / use apps. There are lots of "network services" that could utilize a data plan, including VOIP which might be cheap way to contact family in the OP's home country...
