I'm not a meteorologist, but here's my prediction:

It's going to be very mild. Why?

This reasoning is pretty solid, IMO.

The official government weather agency realeased its predictions for the country and it shows Chicago having average temps and below average snowfall.

I wish I could answer the OP's question, but alas, my crystal ball has a crack in it.

I can confidently predict, however, that whenever a few inches of snow fall in Chicago, the local newscasts will carry on about it like it's the Apocalypse.
