^ It is pretty suspicious, though there is every once in awhile some random street crime. My friend lives maybe a half a mile away from there and got randomly mugged in his residential area at 9pm or 10pm by a few guys a handful of months ago. Still suspicious though with all the security detail around.

Probably "low random street crime" but certainly not "no random street crime". Having lived in Lakeview (on W. Briar Place) there is most definitely "random street crime" (there were muggings right on my block, and it is one of the nicest in Lakeview).

Rahm lives nowhere near the busy parts of the neighborhood, though, so there is probably not much going on, but I don't think a mugging is out of the question.

Is it so hard to believe that, being a 17 year old boy, he wanted to talk on the phone with some privacy?

I'm not saying there's not more to the story, but it's premature to jump to conclusions without more info.

Like I said, if he wanted to get away from his sisters and talk to a girl friend the backyard / porch / garage makes a whole lot more sense. If you was into some kink and he was worried about the cops in security detail overhearing something maybe he'd go a little further. The spot where the attack happened seems suspiciously isolated. Maybe it is nothing, or maybe soon Rahm and his wife are going to have a much tighter leash on the kid. He is still a high schooler at UofC Lab School. No doubt there are multiple ways for kids to get a hold of stuff that they ought not regardless of what neighborhood they are in, just seems awfully magical that such an "attack" appears to have happened at a potential "meeting spot" just past the area that the kid knew was the limit of the security detail's coverage in an area where any "bad guy" would really not be wasting time seems hard to reconcile unless something was arranged...
