I'm surprised no one has mentioned Rosebud Steakhouse. It's my favorite in the city!
There have been a lot of good suggestions otherwise, though.

Burke's is overrated, I wouldn't take the meal they served me last time there for free. Benny's and Bavette's are quite good, although the wine situation at both is not appealing as Benny's has a great list but overpriced and Bavette's (hands down best "date" steak place) list isn't to my liking. Mastro's is pretty damn good all around, but the prices are straight up brutal. Chicago Chop House isn't quite as good as the others but it used to be a bit cheaper to compensate, their prices are now such I wouldn't bother with it.

Ruth's Chris is probably the best value and the food and service at the downtown location is consistently good. The wine list is solid and, while no bargain, not as obscenely priced as many are. Its atmosphere is a bit lacking however, in comparison to all of the previously listed places except Burke's.

I recently went to Joes and had an aged NY strip. It was the first time I went there and did not get seafood, it was probably the best steak I ever had. It was the special of the day, so it was off menu. They didnt mention the price, and I went for work, so didnt have to pay. I have a feeling I would be to cheap to pay for it though.

When I go to Joe's I can't decide between the surf or the turf so I just have to get both. They're both too good to pass up.

If you want a popular, if somewhat inconsistent, "ethnic" steakhouse, go to the Argentine "Tango Sur" in Lakeview.

If you want a high-end chain steakhouse you can go to Ruth's Chris, or Mastro's, or the Palm, or Morton's or Lawry's, or Smith & Wollensky and probably others.

And many of the other high-end restaurants downtown also have at least one really nicely made steak on their menu. For example, the steak at Naha is always really good.

Excellent list and recs, well done.
If there were only 3 places I'd go for a steak, it would be Chicago Chop House, G N G, and probably Kinzie Street.
I like GnG because you might have a waiter who's been there for 40 years and is about 80 years old but still working.

If you're going to have steak in Chicago, for God's sake, stay away from the chain restaurants.

That's like saying "I'm going to South Beach in Miami, can anyone recommend a good art deco hotel?"
Answer: "well, the South Beach Hampton Inn is nice and consistent with all the other Hampton Inns"
