There is rarely gang bangers that hang out at public libraries, especially from 9AM -2PM...
Not much to worry about. In fact, there is a decent BBQ place across the street that has been on Check Please -- WTTW tends not to recommend places that are known for violence too frequently --

You will likely be working in the day time. I worked in that area for many years. Actually, I worked on 43rd and lake park which is a few blocks east, but I'm very familiar. I wouldn't worry at all about taking the #4 bus down cottage grove.
