300k is kind of an odd cutoff, Madison WI, which is really nice smaller city, is under that, but Minneapolis, Omaha and Kansas City (neither of which is all that great) are all bigger...

New Orleans is just under 400k, Atlanta just over...

Austin TX is nearly 900k

San Antonio is supposed around 1.4M, but the core is much much less...

San Fransisco is about 800k, but most of the city is within view of the bay, so it has a whole different feel...

In contrast San Diego has a smaller population that San Antonio, but is weirdly configured, with large amount nearly empty space dedicated to military bases and lots of sprawlish fringe areas, but the core has some nice features and the weather is unbeatable...

Minneapolis/St. Paul Metro and Madison are the best cities in the Midwest. They are both very progressive, safe (compared to most others) and have strong economies. Columbus, Ohio isn't bad either.
Salt Lake and San Diego for the western US are great cities. Eastern cities- Burlington, Vermont and surprisingly, Pittsburgh, PA is getting nice, although that's still kind of a Midwest/rustbelt city.
South- Asheville is wonderful! Raleigh and Nashville are booming.
Also, I lived in OKC for a year. The city itself is ugly and somewhat boring, but SO MUCH opportunity there.

Portland wins the American mid-sized city contest hands down.

However, it isn't really 300K people it's more like 700k.

300K is actually pretty small. A lot of "mid sized" cities are larger than people think. Austin for instance is the 11th largest city in America.

For cities that small I personally like Honolulu the best

I'll say Madison, WI, if you want to include the entire metro area. Very, very nice.

I'm from Burlington, VT, and it's great, but it's quite small.
