Hi there,

I'm in dire need of advice or your point of view if I screwed up the paperwork process after buying a used car last year.

I'm a Chicago resident (Cook County) and last year (July 20, 2015) I purchased a used Ford SUV at Tom Peck Ford out in Huntley, IL. I drove off with new licence plates with a little sticker which says "07/16" on it. And I haven't done anything else in terms of filing any kind of paperwork since

Considering that my licence plates are expiring this month, I also learned that I never purchased a mandatory Chicago City sticker. But I also never got any kind of ticket for it even when I parked on the city streets. I did however get two basic parking tickets in Chicago, but neither one of them had any additional fines for missing the required city sticker. At night, car is parked at the garage, but as I mentioned before, I parked it on the city streets many times.

To renew my plates, I need previous registration card (which I dont have) and to get the city sticker I need Bill of sale, vehicle title, ST-556 and VSD 190 forms.

Was I supposed to file for Title & Registration myself after I bought the car? My bill of sale list the following service I paid for at the dealership:
Documentary Service Fee $165
CVR/DLR For Optional ERT Fee $25
$95 Title $25 LIC


But I never got the car title, was I supposed to get it in the mail from dealer? (Btw, I'm financing the car, so there is a bank LIEN holder).

I'm not sure what to do next and if I now owe excessive amount of fines for not following the paperwork process? Should I register the car first and then buy the city sticker? Or was my car registered by the dealer and I just need to renew the plates and then buy the city sticker?

If you had a similar situation, I would greatly appreciate your advice!

I would contact the dealer. Normally they help take care of some of these items. Of course if a car is financed you would not have the title yet. If they can't help, you might have to take some time off to visit the city offices to get things straightened out.

To order your renewal online, you need the Registration ID/PIN that is on the registration.

Since you don't have the paper registration, you can call the Secretary of State Public Inquiry Division and they will give you the Registration ID/PIN and they can verify that the information on the registration is correct. I had to do this earlier this year to order my dad's renewal sticker after he lost his registration.

Call the Public Inquiry Division at 800-252-8980 (toll free in Illinois) or 217-785-3000 (outside Illinois)
