We will be in Chicago in October and wonder if we can access his new dogs without actually going to a game at Wrigley. Any info appreciated!

Darned near sure that the ONLY spot is currently the stand under the actual bleachers out in center field. There are other food options that are run out of the "front side" of Wrigley Field that are open even when the team is out of town, but Hot Dougs are not available there -- What to Eat at Wrigley Field, Home of The Chicago Cubs, 2016 Edition - Eater Chicago

No, unfortunately not. Hot Dougs has had a couple one day pop-ups since they closed.
The last one was this past January. People stood in subzero weather in the line to get some of the hotdogs.
Check their website before you come just in case you luck out and they have a pop-up when you're here.

honestly the stuff at wrigley is fine for what it is (are at a game, hungry, and dont want a standard Vienna dog) but its not earth shattering or anything. plenty of other places in the city you can get just as good if not better for less.

at this point its branding more than anything else.
