My understanding is that Humbolt Park is the center of Puerto rican activity in Chicago.

Yes, Paseo Boricua in Humboldt Park - check out Division St between Western and California and you'll see the flags

Check out Paseo Boricua, which is Division street (1200 N.) between Western and California (2400 W. to 2800 W.).

Puerto Rican Cultural Center, etc.

There's a bar-restaurant by North and Whipple called Humble Bar.

Humblebar is not a restaurant (the link on the Yelp page is for a restaurant in Berwyn and no one has corrected it) It's still very Puerto Rican but has become much more Anglo friendly over the years and sometimes you'll see hipsters there.

But don't they also serve food there?

I mean, they have an outdoor section so in the summers I see people out there eating. Or am I just assuming it's food. ;d

Humbolt Park as others have mentioned is Chicago's Puerto Rican neighborhood. You see the huge iconic Puerto Rican flags when you enter. A google search starting there should be your starting point. One of the largest Puerto Rican day parades in the country.

They don't have a kitchen, but I'm sure, like most bars that don't serve food, they allow you to bring your own or have it delivered. (I'm sure the tamale guy drops in a couple times a night) So you may well see people eating on the patio, but the food is from elsewhere.
