Sorry, I am not following you here. Are you saying the tenant can break his lease anytime as long as he finds someone to sign a new lease? So the choice to sub-lease or break-lease is his, not mine?

A tenant has the right to sub-lease unless the lease he or she signed prohibits such acts or makes them conditional on landlord approval.
