I am going throught the process of applying for an auto loan for my business. I sent the banker the
Tax Returns from 2017. Now she wants me to sign a blank Form 4506 and she will request a transcript from IRS.
Is it normal to ask for a signature on a blank form? I insisted she fill it out or send me a copy after she fills
it out, but I am not getting a satsifactory response.

I wanted to make sure I am not blowing this out of proportion. Should I push back on signing this doc?

Just fill it out, sign then scan and send to her. She doesn't need to fill it out. Either way, I don't see the risk. Chase needs to see the offiical returns to perform the necessary due diligence on their end.

She has specifically asked me to not to fill it up.

Tax returns can be easily forged. All they do is request it from the IRS. I own my own business and had to do the same for my mortgage.

But why do they want me to sign a document that's not filled? I have no issues if they want to request from IRS.

She's probably afraid you'll fill it out wrong. I'm in the mortgage business, so I am well acquainted with it. It's not the most user friendly form in the world and the IRS does not allow corrections. You have to do a brand new form. Now we send it to our borrowers already filled out, so I'm not sure why she didn't do that.
