The fact is this project is an ALTERNATIVE to the CTA -- the Boring Company (that Musk started to run the various high speed tunnel based transportation initiatives he has going...) will OWN this whole project. They'll operate the thing as a kind of "exclusive franchise" and it won't really compete with CTA so much as being a much different kind of experience. The tunnel will be deep beneath the O'Hare Blue line route and as such might be considered a more modern link but the whole thing will probably have more in common with a ride at a theme park than other forms of transit. The actual transportation units have been suggested as being a kind of purpose built version of the basic Tesla Motors vehicles BUT they won't have to deal with anything "unpredicatable" as they'll just shuttle between the downtown station under Block 37 and O'Hare. That means the units won't need the complex software that existing "autonomous vehicles" are trying to use to navigate streets with pedestrians and other erratic drivers. From a regulatory standpoint the units will also probably be built more along the standards of existing airport "people movers" which saves tremendous levels of cost...

I do think this really the potential to be an impressive showcase of the capabilities of Musk's companies and improve the dismal place that Chicago has fallen to regarding both interconnecting and destination flyers. Of course to really turn that around the overall O'Hare changes are going to be a vital piece -- Why O
Sadly when looks at why prior efforts to modernize O'Hare failed the answer is that instead of focusing on the sorts of things that make airlines more efficient or please travelers the long tradition of Chicago politicians looking out for their pals doomed the projects O’Hare Airport’s stinky reputation worsens | The Barbershop: Dennis Byrne, Proprietor

It is encouraging that CTA will not be involved in the Musk effort.
