Parts of it are, most of it is not. Most people who don't live in the bad areas just avoid them entirely. There really aren't a lot of reasons a random person would want to be in those areas, unfortunately they don't offer much in the way of retail, amenities, etc.

Yes, if you're not careful you could easily slip and fall into the river or lake. If that doesn't get you, you'll likely die early from cardiovascular disease due to all the pizza, sausage and beef sammiches we consume. And don't even get me started on the wind and subzero temps here!

Well the lesson I learned (and I posted about this from last month) was to be careful about tapping someone on the shoulder to ask for directions, while awaiting an L train.
