Possibly moving to Chicago and though I've been there many times. I've only frequented Chinatown or Rosemont.

What are the safe places to live close to VA, but also not hitting traffic that much? I hear about the high crime in Chicago, (South and West) I believe?

Thanks for the help. Looking for an apartment.

Assuming you are referring to the Brown VA Hospital, what's your budget?

Yes.

Wicker Park, Ukrainian Village, eastern edges of Humboldt Park, West Town, Noble Square, South Loop, Pilsen

Pilsen and Humboldt can get kind of dicey in some areas. Wicker, UKV and South Loop are generally pricier.
