Wow what pieces of **** you landlords are..debtors prison? wtf, really? people are struggling especially in Chicago, one of the hardest economies to survive in, and you people want to make it that much harder? insanity..Do you not realize there are NO jobs right now? It should be illegal to evict a person in the winter, that is inhumane..Maybe if you moron landlords didn't try to rape people on the rent and scrape up every little penny you can, people would be able to pay their rent in a timely fashion..Get off your high horses and find some compassion in your cold little hearts...

Also, i find it very very odd that Wall street, banks, big corporations etc. get huge bailouts, funded by the american people. The SAME single mother with 2 children who can't pay her rent is the one paying for these fat cats to have cocktail parties on their yachts. Where is her bailout? So you guys need to stop acting like the people going through hardships feel some sort of entitlement to your property because that's definitely not the case, give me a break. The war on the poor gets more and more obvious everyday. If you can't handle the fact that people go through these kinds of hardships in Chicago, than being a land(slum)lord isn't for you.

There are many responsibilities for landlords, including supplying heat and hot water to tenants (that is, paying the gas bill), keeping the property safe by fixing locks and having garbage removed.

All these cost money all the time. It is crazy to expect to live somewhere and have the landlord subsidize your stay. As an attorney, I hate going to eviction court (where I am off to this morning) because most defendants just don't have the money for rent. But tenants should not expect to live somewhere for free.

Tenants and landlords both sign contracts promising to perform certain acts. If those acts are not done, both can and should be penalized.

What about the landlords who have roach infested properties and they refuse to pay for a licensed exterminator. What if you catch 3-4 big ass rats in traps every week because the landlord refuses to do anything about it..What about when the landlord refuses to do repairs on your unit or clean the halls and lobby or the property... What if every time you go to the parking lot to get in your car there is something flying out of a window above you and the owner tells you that theres nothing the can do about it because they cant catch the persons who are doing it.. What right do the tenants have in these situations?

the landlord wont get his rent money from you and other tenants, and so you are saying that he/she ought to suffer? Maybe you should get an apartment that is less expensive or smaller that you can afford. If the landlord does not get his rent, he will soon not be able to pay the mortgage, and he will end up losing the property and you both will be out on your patooties soon. Also, he will freeze and not be able to feed his family while you are not paying rent and enjoying your apartment. there are nice apartments that are not too expensive if you look. If you cant afford that, there are rooms for rent in beautiful Victorian homes for less rent than an apartment even. If you cant afford that, you can rent a mobile home in Des Plaines for $665.00 - pretty cheap.

Yes. The landlord should strictly follow the notice provisions of the ordinance. And get this started sooner than later, if eviction is what you want to do. ... or threaten. Remember, too, that evictions cannot take place unless the temperature is above a certain level outside ... and with Winter approaching ... time is of the essence. The easiest course of action is to earnestly work to resolve the matter with the tenant ... unless you really want to get rid of the person(s). Legal fees can add-up.

Yes, because by the time they're actualyl evicted it could be more than a month. The proper channels take time. That's why you have to start early. Again, you can drop the proceedings if they pay up or you can agree on a payment plan.
